According to the American Concrete and Paving Association, &lt;a href="http://www.pavement.com/PavTech/Tech/Fundamentals/fundfrost.html" rel="nofollow"&gt;frost heaves&lt;/a&gt; are what happens to a road surface due to the soil below the pavement freezing and/or thawing. Avoiding them in Vermont may not be easy, but can be reduced by driving on larger roads and highways.</description>
